OWA wont connect to exchange server

I recently installed a new web server (Windows 2000,
service pack 4) that has OWA; my Exchange 5.5 Server
(service pack 4) is on a separate box (Windows 2000,
service pack 4).

I have 2 users that frequently get an error when they
attach to Exchange via OWA. The error says:

Unable to connect to <Server>

Nobody else has this issue but these 2 users, and they
don't get it at the same time. When the users get the
error, I can log onto OWA from any machine and I still
get the error.

I found that when the error occurs, there are
several .MMP files in the \exchsrvr\WebTemp folder. The
only way to get rid of them is to reboot the web server,
and then the files, and the errors, go away.

I have re-applied all service packs, reinstalled OWA,
even wrote a script that stops the WWW service and
deletes the .MMP files every night. I continue to have
this problem.
