Hello Steve,

When you look at the message in the queue and get properties of details, it
will show you an error code. What error code is it? If DNS, check name
resolution. If a network related error, then see if you can Telnet to the
external hosts. Use this KB article as a guide:

Additionally you can enable the SMTP Protocol Log on the properties of the
IMS on the Diagnostics Logging tab. If a networking issue, it can report
error codes that can be searched in our Online Knowledge Base at
http://support.microsoft.com.

Also check the Application Event Log for errors or warnings for
MSExchangeIMC. You can search on those as well.
