Slow OWA access !!!

I have a problem that access to an OWA server is fine when accessed from our
local network BUT is extremely slow when accessed remotely via an ADSL
connection.

Our setup.....
Internet --- < ADSL Router w/NAT>------Local network----<W2k3 server w/
Exchange 2003 +OWA>

Tests / checks performed.....
1. Local OWA access no problem
2. External access (via http or https 80/443) is very slow ie 15-20secs
before the server responds to a request from the web browser, when it does
respond the current frame updates quickly.
3. If a VPN is connection is made to the ADSL router, then access to OWA is
extremely responsive with no delays.
4. The server has the ADSL router set as its default gateway.
5. The ADSL router has ports 80 & 443 redirected to the exchange server
6 . Prior to updating to 2003 we have used the ADSL router with a W2K
server and Exchange 5.5 with no problems.

Does anyone have any ideas on what we should check next?
