What do you mean by non-local mail? Are you sharing a namespace with the
Sendmail server? Where do you have it configured for the smarthost? Do you
have contacts in AD for those users? If not, you could use the Forward all
mail with unresolved recipients on the Messages tab of the Default SMTP
virtual server. Also look at the following knowledgebase article:

| We have an Exchange 2000 (SP3) configured to send non
| local mail to a smart host (sendmail).

| Sendig mail through the smart host to the internet seems
| to work fine as well as sending local mail (i.e sender and
| recipient is present on the same server), BUT as soon as
| we try to send mail anybody else within the organisation a
| NDR 5.1.1 is generated!
