Sync Issues - Conflicts

Recently I have been battling a huge problem within our exchange environment.
The user’s mailboxes are filling up because of sync Issues Conflict
messages. If I look within the user’s mailbox I normally see a unique
message with hundreds of conflicts. This seems to be happening to almost
everyone and the messages are not the same.
I have search high and low and have not been able to find out why this would
be happening. Any help would be greatly appreciated.
How do I find out why this is happening?
What could cause the same message to appear multiple times in the conflict
folder?
Our environment:
2 Exchange 2007 servers
2 Exchange 2003 servers
Mailshadow
Enterprise Vault mailbox archiving
