Sync contacts with a Public Contacts Folder

Hello,
I have been asked to setup a Master Customer Contacts public folder. I was
also asked if it was possible to have changes made to the Master Customer
Contacts list automatically update people's Contacts folder in their Outlook.
Is it possible to tie specific contact entries in someone's Contacts folder
to a public folder that would act as a master so it would update as changes
to the Master Customer Contacts folder were made?
Not sure why people can't just use the Master Customer Contacts folder for
this but I said I would see what I could find out.
