I got the 'root' certs from Verisign. I copied them over to the device. When
I tried to install the cert, it told be I do not have sufficient permsions to
install this.....
Should I go back to the ISP - Verizon?

You can download a utility specific to Verizon phones.
On the phone, create a folder called Storage. Put the SPAddCert.exe file (Verizon one from the link above) and the root certificate (from Verisign) into the Storage folder.
On the device, browse to the Storage folder, and double tap the SPAddCert.exe file - it should find the cert and allow you to select and install it.
Soft-reset the phone.
