Close...very close. You got me right next door to the answer. I found that
ExchWeb, although it had anonymous access enabled, was IP-limited to the LAN
NIC. I removed the IP restriction, and everything works correctly now.
In fact, I was able to turn off anonymous access, since this should never be
accessed anonymously anyway. (Or was that a bad idea?)

Exchange 2003 as part of SBS2003.
When I access OWA via the LAN NIC in the server, it is normal. When I

it via the WAN NIC in the server, however, it fails to download the
graphics
for the OWA interface but instead shows icons for all the graphics.

How do I fix it?
One thing you might try - have a look at your ExchWeb Virtual Directory in
IIS Manager, and make sure that Anonymous Access is still enabled on it.
