0x80040011b when trying to download the address book.

I have been trying to fix this for a week. I have done everything on kb555049 (6 did not apply) and still this happens. I am pretty much ready to pull my hair out.

Exch2003 SP2
Outlook 2007 on XP or Vista (don't have other versions to test with)
