Are you sure? I've go two other accounts setup like this, and I don't
remeber doing anything other than what I described. Those two accounts work
fine. When I open the Mailbox for the other two accounts, the only thing
that shows is "INBOX." I'll check for the rights you mention, but I'm 99.9%
sure I only played with the INBOX rights when I setup the other two... then
again, I'm probably going senile, and I touched everything from A to Z on the
other two accounts... :-)... <-- Just ignore the drool, I'm losing my mind.

**I am able to goto File/Open/Other Users Folder/Inbox for USER1
without issue. I can see the email that is in the inbox, I just am
trying to create the quick and easy method for my users and again, I
have other users setup this way that are not giving me any problem.

What I've tried:

Reboot Exchange server
Put user in "non cached mode"
Create a new profile for user on another computer

Nothing seems to work. What can I do?

In order to open someone else's mailbox in your profile, it isn't sufficient
to have rights only to one of the subfolders such as Inbox. You'd need to
either grant everyone full mailbox access on the Exchange server (this is
not a good idea), or in the user's Outlook, grant the 'delegate' at least
'reviewer' rights to the root of the other mailbox in Outlook.
