Put those users in a mail-enabled universal security group. Create an SMTP
Connector with an address space of *. In the delivery options settings for
that SMTP Connector, configure it so everyone can send to the connector
except the group you created.

Is there anyway to limit specfic users from sending or receiving mail only
to/from other users in the same organization? I do not want them to send
or
receive Internet mail.
