The Security tab shows you who has certain permissions on the mailbox. Send
As is one of those available permissions. Click Add to add the desired
user, then in the Name list select that user, then in the Permissions list,
in the Allow column, check Send As.

Sounds like you need to choose View | Advanced Features in ADU&C to turn
on
the Security tab.

grant Send As permission.
