Sounds like you need to choose View | Advanced Features in ADU&C to turn on the Security tab.

Yes, in ADU&C, use the Security tab on the mailbox's Properties dialog to
grant Send As permission.

to give access to one user to be able to send mail from another mailbox
without it saying "sent on behalf of.."
