Secure Password Authentication

We have Exchange 2003 and some users use POP3 Outlook clients on their home
computers. For security reasons we enabled Simple Authentication and
Security Layer on POP3 Exchange Virtual Server and users enabled Secure
Password Authentication on their home Outlook clients. The connections works
ok.
But we detect failure events 680 and 529 in Exchange Server security logs,
because POP3 client first try authenticate itself with windows local
username and password (which is of corse different from Exchange username
and password) and then shows pop up windows, so user can type his Exchange
username and password. This can be a problem, because we also have enabled
Acount Lockout Policy in domain. So POP3 users can accidentaly lockout
domain user account which name is equal then local username on POP3 user
home computer.
Is it possible to configure Secure Password Authentication to not try
authenticate with local windows user account and first ask for user
credentials?
