It is possible that the Offline Address Book is not being regenerated.
In Exchange System Manager, under Recipients -> Offline Address Lists, check
your Default Offline Address List. Make sure that it has an address list
(such as the Default Global Address List) selected in the Address Lists box
and make sure it is scheduled to run. Also, right click on the Default
Offline Address List and choose Rebuild.
Then, go to an Outlook 2003 client and do a Tools -> Send/Receive ->
Download Address Book and see if the address book is updated properly.
