takes a long time before new exchange user is available

When I create a new AD user (W2K) with an Exchange (2000) mailbox, it takes
a long time ( sometimes 1 day) before I can use it in Outlook.
Untill that time it is not vissible in my OL adresslist and I can not use
the e-mailadres.
Even a restart of the Exchange services does not help.

How can I solve this problem?
