While your first two numbers are a good way to space out the limits, that
third one is going to kill you. If you have to set a prohibit receive so you
don't run into a runaway mailbox, set it very high (200-300MB). A mailbox is
pretty useless to the majority of users if you can't send, so they'll clean
up. Where you'll run into issues with a low receive limit is when the user
is near the edge most of the time and goes on vacation or even out of the
office for a day or so. 10MB in the mailbox later and the bounces begin...
