a pst file is just a file where outlook stores emails when you don't have exchange. the exmerge utility simply exports emails to a pst file. once you have a pst file you can use outlook to open the file and have access to emails.
unfortunately, this doesn't help my problem cause the users' email box is new, it was never been logged into before this problem and i can acess it from other stations. only one station is having the problem. with all mailboxes.

I have the similar problem you having.
I look for some posts in many newsgroup, in this newsgroup, I find the following, I think it is very helpful.
I fixed this issue by using exmerge and deleting the account in question.
Recreated and imported the pst. No issues now.
