Based on my knowledge, the rule of scheduling the delivery time is a client
side function and it doesn't work without Outlook running. This behavior is
by design. Your understanding is apprecieated.

     We are running Exchange 2003/Outlook 2003. Several of our users are
trying
     to use the option "Do not deliver before" in Outlook but the option
only
     works when Outlook is running. Is this the way its supposed to work?
Seems
     like I remember this option working even when Outlook was closed (i.e.
     Exchange would deliver the message at the correct time after the
message was
     sent). Help anyone? Thanks.
