Thank you for posting here.

Based on my knowledge, I am afraid that there is no direct way to have a
folder default to using a custom mail message form. However, if you are
somewhat familiar with programming, there is a workaround that you may be
able to use. For more info, see the following KB article:

However, instead of trying to set the form as the default form for a
folder, you may be interested in just creating a toolbar button to launch
the form. There's also a KB article that describes how to do this:
