OWA Change Password

I have been trying to set up the change password feature in OWA, I am using
SBS Standard 2003. The change password button is visible but when I click
on it I get "The page cannot be found

I have looked through the knowledge base and also used the tutorial at
http://www.msexchange.org/tutorials/Securing-Exchange-Server-2003-Outlook-Web-Access-Chapter5.html

The IISADMPWD is created in the Default website and looks OK to me, but
something is not working.

Any ideas?
