There must have been a corrupt file in my Temporary Internet Files folder.
I went into Windows Explorer and deleted all files in that folder except for
the cookies, and now it works fine.

For anyone else having these problems, I found a document earlier today that
suggested the problem had to do with the .NET Framework not being installed.
I tried this on another problem workstation and it resolved the issue.
Another document said to download the latest JVM from SUN. Didn't help
    me...
On my own, brand-new, system that didn't do it. So I decided to investigate
further on my own, while waiting for an answer to this post.

Since I could always resolve the problem temporarily by using the Internet
Options screen to empty the Temporary Internet Files, then refreshing the
screen, I knew the problem had to involve those files. So I went into that
folder using Explorer, to compare the files listed when the problem existed
with those when it was temporarliy resolved. I then manually deleted all
files in that folder except for the cookies, and it has worked ever since.

Windows can sure be daffy sometimes!
