Hello,

What version of Exchange and Windows server that Exchange is running on?
If Exchange is running on Windows 2003 with URLScan installed or enable, it
will block OWA message with "+" (plus sign) in the subject. Try disable
the URLScan and see if the problem goes away. This problem does not exist
if your Exchange server is running on Windows 2000 server.

To check if you have URLScan, go to IIS Manager, expand the server and go
to the properties of Web Sites. Click on ISAPI Filters, if you have
URLScan, it would be listed here and you can remove it.
