HTML format not coming through on Exchange 2003 clients

I have just migrated from Exchange 5.5 to Exchange 2003.
The clients are using Outlook 2000. The clients used to
recieve email in HTML, but since migration, none of the
clients are recieving HTML email. It comes in plain text.
I checked the settings in Exchange System Manager and it
allow HTML. Am I missing something?
