The Administrator by default is denied access to do this, but can manually
change this permissions to allow himself access. However, there is no sure
fire way to monitor this, especially from the client side.

What happens is if the Admin uses the standard Administrator account, then
configures the backup or anti-virus to use this account, each time a backup
is done or a virus scan, it will appear in the Exchange System Mgr as if the
Admin logged into your mailbox. When this may in fact not be the case.

Sorry I do not have a better answer to give you. You may want to see if
there are any 3rd party utilities that do such monitoring, but I am not
    aware of any.

    Hope this helps
