Forms Based Authentication(FBA) uses an ISAPI filter that looks for HTTPS
traffic and then redirects it to the logon page.
So we do need to configure SSL on the Web Site in Internet Services Manager,
below is the link to the MS page for IIS 6.0

So big picture is that you need to obtain and install an SSL certificate for
FBA to function in OWA2003.
