Creating a GAL with no users will still fail as you have to have at least
one or the Outlook client will fail with a INVALID_BOOKMARK error.

You could create a new GAL with no users within, and only allow
permissions for this one user to access it.
They way you're trying to get it work isn't possible.

I'm trying to find a way in Exchange2003 to allow an outlook client to
authenticate to a default GAL but *not* be able to see the other members
of
the GAL.
When I try to base a GAL off of an AD Group (where I can use the option
HIDE
MEMBERSHIP) the users get a 'bookmark not valid' error.
Surely there is a simple way to do this!
