Hello,
if the mailbox actually resides on an exchange server, than you can use any other API do move the folder back to it's actual position - it's actually Outlook blocking you from moving the folder, not Exchange.
One way do do this, is using Mistaya, a program I wrote quite some time ago. You can find it on my website (http://www.infinitec.de).

I have two users that have their contacts in Outlook listed as a subfolder of
the Calendar. I cannot move the contacts to the the Mailbox - username
directory in the client because it is a system folder and it returns an error
that you can't move a system folders. Hmm how did they move then????
I was hoping someone might have a creative way to resolve this issue. I was
going to back the mail up to a couple pst's, blow away the mailbox, then
rebuild using the pst files. Of course when importing the calendar restore I
would not include the subfolders and hope that resolves the issue.
I would prefer an alternate method if there is one. I am in a Law Firm and
the users have unlimited mailbox sizes for reasons only known to the previous
admin.
I guess it can be fun exporting 3GB's of mail to a pst and importing it back
to a new mailbox but it would be nice just to drag the folder up to where it
is supposed to be in the structure.
Was wondering if there is a registry hack, patch, utlity, or hotfix that
anyone has come accross for this issue.
I'd appreciate any ideas.
