Have you updated the tcpip.sys driver? See KB950224 . . . or 948496 if
you don't want to use SNP. Making sure the NIC's drivers are up to

the queue.

In the past I would stop and restart services for Simple Mail Transport
Protocol
I would then stop and restart the the Virtual SMTP server.

That seemed to work. Now I always have to shut down and re-start the
Exchange Server.

why does re-starting the Server work?

I know there must be some services that are not running and re-starting
the
server, re-sets them.

Does anyone have a clue what or why this is happening?

There can be lots of reasons for this. Try these two -- this was
pretty common in E2K3 but not for ALL messages.
