Have you updated the tcpip.sys driver? See KB950224 . . . or 948496 if

why does re-starting the Server work?

I know there must be some services that are not running and re-starting the
server, re-sets them.

Does anyone have a clue what or why this is happening?

There can be lots of reasons for this. Try these two -- this was
pretty common in E2K3 but not for ALL messages.
