It could be a large number of reasons. On the NIC properties, is the
binding order correct?
Click Start, point to Settings, click Control Panel, and then double-
click Network and Dial-up Connections.
On the Advanced menu, click Advanced Settings.
In the Connections box, make sure that your bindings are in the
following order, and then click OK:
External public network
Internal private network (Heartbeat)
[Remote Access Connections]

We have a 2 node Exchange 2003 SP2 cluster in A/P mode installed on
Windows 2003 SP2. Recently we had to rebuild the entire cluster one
node at a time. Now the issue is that the Information Store does not
move to the other node even though that node is listed as possible
owner. The event logs an event id 116 EXOLEDB and I am unable to find
anything which might help me resolve this issue. Any suggestion would
be highly appreciated.
