logging for msexchange transport\categorizer to max and check your
event logs.

Also was anything updated recently, patches? Any other third party
apps like disclaimers?

people getting "stuck" that earlier in the day were fine.

I have tried turning off all Spam/Virus scanning and it has not
helped.

Any help would be appreciated.

Nothing new aside from Symantec, but I have discovered, or more heard
that this has been an issue for a while (since before I was the
Network Admin), but no one could provide any valid proof. Symantec
was installed very recently, within the last 2 months. I guess I can
uninstall it and see what happens. This is such a frustrating issue.
I have done days worth of research and trial and error and there is no
clear solution anywhere.

Any help is always appreciated.
