However sometimes disabling them is not an all inclusive test. Just
the fact that it's installed could still be affecting it. For example,
in one case running a trial version of app was installed, then later
uninstalled. Messages were being stuck in categorizer. Ended up that
the uninstall did not happen gracefully. I would enable diagnostic
logging for msexchange transport\categorizer to max and check your
event logs.
Also was anything updated recently, patches? Any other third party
apps like disclaimers?

This is happening with emails sent to the domain, but not consistently
from the same outside domain. For example, my hotmail account gets
blocked, but other emails from hot mail are successful. There is no
consistent pattern of what the difference is.
Also, not all outside emails are blocked. I get emails daily from
outside domains without any issue. We have even seen emails from
people getting "stuck" that earlier in the day were fine.
I have tried turning off all Spam/Virus scanning and it has not
helped.
Any help would be appreciated.

Nothing new aside from Symantec, but I have discovered, or more heard
that this has been an issue for a while (since before I was the
Network Admin), but no one could provide any valid proof. Symantec
was installed very recently, within the last 2 months. I guess I can
uninstall it and see what happens. This is such a frustrating issue.
I have done days worth of research and trial and error and there is no
clear solution anywhere.
Any help is always appreciated.
