Mailbox Features, disable for a department

I'd like to do the following; If a Mailbox's is in the Department "Health" then I need to disable Mailbox Features "Exchange ActiveSync" & "POP3"

I know I'll have to do it as an Exhcange Shell command and not sure where to go. Thanks
