If your Exchange server is accessible over the Internet and you have
configured the web server software to send mail to that host name then

authenticate since you can just send anon messages from the server to
your local recipients.
The software's own email troubleshooting information (Zen Cart) states
that once the message is set up etc. it is up to the mail server to do
the work that it is supposed to do -- authorize itself and send the
email.

Have you actually gone home, configured Outlook Express up with the
account/password that you're using on the website and tested it from
there? You need to know whether the account works

check your server settings.
I tested with an account mailbox and password that I know works --
mine!! :)
The 2nd article is about Exchange 2007, not Exchange 2003, though it
is a great start.
The first article was very helpful too.
Now I have some idea of what to do and how to consult with our
networking support company, when they respond.
We do presently have relaying turned off.
I will try to remember to update this thread.
