email address not generating and name does not show up in GAL

Hello,

I am having a strange problem lately. WE have some mail enabled user
accounts. WE wanted to generate email box for these users now under our
exchange server.
user already have AD account in our domain.

To do this:

1) I removed exchange attribute from the mail enabled user account. waited
for a while for AD replication to happen then created the mailbox for the
user. Mailbox attiribute shows up in AD user properties but no email address
gets generated. Waited for one hour and eventually mailbox shows up in the
exchange database. Still no email address. So manually updated recipient
update service. Still no email address. Now being desparate, I create address
manually. After 5 hours, user name still does not show up in GAL. I can not
create a outlook profile for the user pointing to our exchange server. I get
message "name can not be found in address list"? What is the reason for this
strange behavior?If I create brand new user, email address generate
immediately and shows up in the GAL.
