Web servcices (EWS) or OWA? It looks like you mean access via Outlook
works by not via OWA. Granting permissions via the database level with
AD permission "receive as" will give you ability to access the
mailboxes within Outlook; but will not work with OWA. For OWA you need
to enumerate all mailboxes via powershell and grant full mailbox
rights.
