I have Outlook Anywhere and Outlook Web Access but i cannot
understand why it is not working with some internet connections even

Well, more specifically, I think you need to resolve the connectivity
problem, and *not* enable POP3 as a band-aid. You can't do what you wish
with it. Perhaps the problem is with the remote networks. You can't do much
about that. Opening up POP3 access is not the answer, though....
Perhaps if you post more detail as to the RPC over HTTP problems someone can
help you. And OWA isn't working either?

users to configure their pop settings to keep a copy of the mail on
the server - a big ask.
What's the reasoning for POP3 access?
