Basicly, they need list and view on the store to see the store and be able
to select it when they mail enable a user. Exchange View Only Admin gives
these permissions. In that you applied them at the Org level, I would check
inheritance to make sure the helpdesk has them at the server and storage
group A(and thereby store)

rights where? At the Organization or Administrative Group level?
Likewise, where in Active Directory did you delegate permission to this
group? Whole domain, one OU...?

What happens when someone in this group tries to mail-enable a user

they created?

I have added there group in the Exchange Delegation Wizard as
Exchange
View
only Administrators. On the Mailbox Store They have the permissions
to
Read,
Execute, Read Permissions, List Contents, Read Properties, List
Object,
View
Information Store Status.

They still cannot create mailboxes even though they can create
accounts.
Do
I need to change something in Active Directory also?
