Transport Rules not applied?

So in Testing, I have a Transport Rule that Adds a Simple Disclaimer to ALL emails, so no Conditions. It says it will apply it to Every Message.

So I send Internal Messages, I send messages to/from yahoo mail, I send messages via SMTP Port from Internal. Nothing has the disclaimer text.

We have a Small Exchange setup at the moment. All of the Roles are on the same server.

What gives?
