Is this your first WM setup or do you have others? In other words is this issue specific to one phone / user, or everyone?
What kind of phone and WM version?
Have you seen this:
http://support.microsoft.com/default.aspx?scid=kb;en-us;919864&sd=rss&spid=1773
Particularly this part:
In Exchange System Manager, you enable the Enforce password on device option. This option is in the Device Security Settings dialog box under Mobile Device Properties.

I am trying to setup a smartphone to use Active Sync but with no such
luck. Owa and Oma are both working fine through internet explorer
externally on a pc. If i try and go to owa or oma on the phone using
Internet explorer i get a server 500 error without even getting a
login page. If I use opera on the phone I can get to the login page
but it complains about a verisign certificate. I have exported root
certificate from the default web site on exchange and installed on the
mobile device but it's still trying to use expired verisign
certificate. If i try and use active sync wireless - I get an error
code 0x85010004 regarding account permissions. I can active sync ok
when connected locally.
Any help would be greatly appreciated.
Many Thanks
