Interesting.
The NDR seems to indicate it was rejected because the sender IP is dynamic. But this seems to indicate the IP is static "static.oxfr.ma.charter.com"
Its kind of hard to tell since you tore up the NDR info.
Who is the "client"? Is this someone sending to you or one of your staff sending to someone else?

Client received this error from any desktop in the office. It returns very
quickly once sent. The recipients domain is not on any block list.
The error is

I can send and receive from the domain.
