It says PasswordChangeFlags (INTEGER) 6
So I just need to run the command to set it to 0, and then see if the issue is resolved?

First see what value the passwordchangeflags is set to. Make sure it
is set to 0.
C:\InetPub\AdminScripts> cscript adsutil.vbs get w3svc

So there's no need to do this step:
2. Register the IISpwchg.dll file in the Iisadmpwd directory: a. Click

? Just run the Passwordchangeflag alone and see what happens?
