Did you verify that this account sa_sevadmin doesn't have a deny
anywhere?

Having set this up at many other sites, not sure what the issue actually is.

Have issued the following commands:

Get-MailboxDatabase | Add-ADPermission -user sa_sevadmin -ExtendedRights
receive-as,send-as
Get-PublicFolderDatabase | Add-ADPermission -user
sa_sevadmin -ExtendedRights receive-as,send-as

Then i restart the MSExchangeIS service

I can see that the permissions are set via get-adpermission and adsiedit.

Trying to send-as any user on the store results in the error:
"You do not gave the permission to send the message on behalf of the
specified user"

Any ideas why this is not working? Any suggestions appreciated.
