Re: Public folder delegation to other country / administrative groups
You can Exchange system manager to view properties of the desired folder and
then assign administrative permissions to desired user using the Permissions
tab.
So after you locate the folder, Right click>> Properties>> Permissions>>
Administrative Rights.
Here you can grant the desired rights.

We are a multi-national company and public folder hosted in head quarter.
I am an administrator in head quarter and planning to delegate subfolder
to country to manage. Search in Microsoft knowledge and Internet but can't
found solution. Hope can found solution here.
