because I think this can be increase the storage of the server, and still
can be manage the old mail in the user's computer when server not available.

That's up to you. The client access method is not really the issue.

Sure. Outlook can auto-archive, mailbox Manager or 3rd party software.
The problem there is you are deciding what should be removed based on
date which doesnt always make sense.
If you want to keep it , you need a 3rd party solution otherweise
users will just push their messages to a pst or public folders and
that will make it worse.

You have 15 users whose mailboxes grow by 30GB a month? The limit
doesn't
apply to sending/receiving - only to the amount of mail stored in the
database. If they keep their mailboxes fairly lean by
deleting/archiving
then it's not a problem.
Otherwise...get the Enterprise edition and a lot of storage space.
