ExMerger didn't work after move mailboxes to the new server

Hi All,
I have Exch 2003 ENT servers, one OLD and one NEW. One month ago, I've used exmerger to export mailboxes to PST files on OLD for backup purpose, and they're fine. I also have moved all mailboxes to the NEW without problems.
Now I cannot run exmerger again on either NEW or OLD.
On NEW, I got this error, Error opening message store (EMS). Verify that the Microsoft Exchange Information Store service is running and that you have the correct permissions to log on. - 0x8004011d.
I'm using the same admin account as before. I've followed the Technet article to create an "exchange recovery group", added this admin account and granted full access to mail stores, but got the same error.
On OLD, I got the error below,
Error configuring message service (MSPST MS) (UNKNOWN ERROR) (CMapiSession::CreateEMSPSTProfile)
Any suggestion is appreciated!
