RE: Change permission in a public folder.

Please allow me to confirm that my understandings are correct. As I
understand it, the issue is:

You have tried to modify the client permission on a folder located in the
Public Folder both via the Outlook or Exchange 2003 Enterprise side, how
nothing really changed.

If I have misunderstood your concerns please feel free to let me know.

First, as James asked, does this issue "only occur to this instance i.e.
just this user and particular folder or you cannot make any permission
modifications on your PFs at all?" Please let us know.

Based on the current situation, let's try the following two suggestions:

Suggestion 1: Delegates user permission at the mailbox level

This problem occurs because the permissions at the mailbox level are
written incorrectly. The permissions at the mailbox level may be written
incorrectly when you use virus scanners scan to drive M or when you back up
drive M by using a file level backup.

To work around this problem, grant Delegate access to any mailbox account,
apply the Delegate access, and then remove Delegate access from the
account. This action forces a re-write of the Access Control Lists (ACL) at
the mailbox level, which propagates to the folders.

To grant, apply, and then remove Delegate access:

1. In the Microsoft Outlook client, click Tools, click Options, and then
click Delegates.
2. Click Add, and then click any user in the global address list field.
3. In the Permissions page, click OK, click Apply, and then click OK again.
4. Click Tools, click Options, click Delegates, and then remove the user
that you added in step 2.


Suggestion 2: Check PF permission with Exchange Server Public Folder
DAV-based Administration Tool

Use the Exchange Server Public Folder Distributed Authoring and Versioning
(DAV)-based Administration tool (PFDAVAdmin) to perform various management
tasks related to public folders and mailboxes. The tool checks the
permissions status of each public and mailbox folder and corrects any
problems found. The ability to bulk export/import the permissions and
replica lists make this tool invaluable in achieving greater productivity
in managing public folders. The program can also reports content
information of each public folder and mailbox folder such as the number of
items in each folder, size of folder and most recent modification date of
any item in the folder.

Note: Please make sure you follow the instructions provided in file

supported when running with Exchange 2000 Server, Exchange Server 2003 and
Exchange Server 2007.
