understand it, the issue is:

One of your users lost some email messages and you would like to create a
recovery storage group to recover the mailbox data using the exchange
management console.

Regarding how to use the Microsoft Exchange Server 2007 recovery storage
group (RSG) to recover a mailbox, you may refer to the following articles
