tons of NDR messages

we are using exchange 2003 with sp2. Some of our users are getting
continously tons of NDR and undeliverable messages. our spam filter which is
trend micro is not filtering these email messages. How do we stop these
messages coming to user? please let me know solution. This is really urgent.
