I always did this by just assigning whatever rights on the entire
exchange organization. First though you have to enable the security
tab in ESM.
1. Open Regedit
2. Navigate to HKEY_CURRENT_USER\Software\Microsoft\Exchange\ExAdmin
3. Add the DWORD value "ShowSecurityPage"
4. Set it to 1
When you Open ESM at the top of the tree you'll have (companyname)
Exchange. Right click and choose properties, then go to the security
tab. Add whatever user you want to have those full rights and off you
go. Just keep in mind privacy issues with email and what type of red-
tape your company may have in terms of policies. I'm sure yours is
for legit and work purposes, but just keep it in mind.
